CPC reflects what advertisers pay for a click in that market. Purchasing power, competition density, and industry maturity differ per country — which is why US CPCs often run 5–10x higher than the same keyword elsewhere.
Does high volume in one country mean I should target it?
Only if you can monetize it. Volume without matching ad rates or affiliate programs in that market is traffic, not revenue. Cross-reference volume with CPC per country before deciding.
